cc. His Excellency Embassador of El Salvador in Canada Mr. Mauricio Rosales
cc. Her Excellency Ambassador of Canada in El Salvador Mrs. Gwyn Kutz

To the Honorable Prime Minister of Canada

We write regarding the alarming turn of events in El Salvador, Central America, in recent days. These events signify an alarming increase in violations of human rights and political murders in a country with which your government maintains diplomatic relations. We respectfully request your attention to the following matters:

On Sunday the 2nd of July 2006, the innocent, unarmed and elderly parents of a well known political and social activist leader, Marina Manzanares, were brutally assassinated. Those murdered were Francisco Antonio Manzanares (77) and Juana Mojarás de Manzanares (75) (For more details see attachment

1). This information created shockwaves within El Salvador and internationally as the politically motivated threats against Marina Manzanares have been an ongoing and openly publicized concern since prior to the last federal elections. The cowardly assassination of her parents in the modus operandi of the death squads of the past has also acted to intensify a generalized fear in the population, and a determination not to allow such a situation to develop.

On Monday 3rd of July, further information was received that in the past 12 weeks a total of 12 members of the popular organizations, who were known to be FMLN members, have been assassinated. There has also been the kidnapping of Daniel Ernesto Morales, Press and publicity Secretary, who also happens to be the brother of a key international solidarity activist and resident of the USA, and is widely seen as another attempt by an extremist President to repress any democratic expressions of opposition (see attachment 2).

On Wednesday 5th of July, High School Students of the institutes ALBERT CAMUS, INFRAMEN y FRANCISCO MORAZÁN held a peaceful protest and marched to express their views against the high electricity prices, high water and food staples prices, and proposed school bus fare increases (see attachment 3). On their arrival at a Press Conference being held at a previously agreed point in front of the Institute INFRAMEN, the riot/public order police met the secondary students. This police force is known as UMO in Spanish (the Unidades de Mantenimiento del Orden Público). Two shots were fired by a sharpshooter immediately killing two police – one shot to the brain, one to the heart, in a manner only achieved by a professional trained killer. This incident led to police forces opening fire on the students, killing three and wounding many, and as students retreated into the nearby university for shelter and refuge an armed battle ensued.

The identities of the two UMO agents were publicized immediately; however names have not been released of the 3 students or the multiple injuries on both sides of this battle. At least 20 students are still known to be in custody.

Since this date an intense public exchange has occurred with official misinformation distributed through the national and international Press agencies suggesting the students were armed and shot the police agents, the leading Human Rights investigator in El Salvador. The Human Rights prosecutor (la Procuradora para la Defensa de los Derechos Humanos) Beatrice de Carrillo, has openly called on her government to launch a full and thorough investigation, stating that the police appear to have been shot by professional sharpshooters and that the Attorney Generals (Fiscalía General de la República) ought investigate and report.

The eleventh of June, the Police came to the house of a Deputy at the National Assembly of El Salvador, Mrs. Blanca Flor Bonilla.

Two hooded men were with them when the Mrs.Bonilla inquired why they had come, they responded in telling her they had received a call for help from her residence. She denied this immediately and then the men proceeded to point out her teenage sons while saying “look it’s him”. She demanded to know the reason for their presence and they did not answer her inquiries. At this point the men abruptly left the scene. Similar events of intimidation have taken place at the home of Dr.Bertuchi of the human rights commission.

These events of these two weeks give rise to a climate of great fear and mistrust amongst the population. At the same time many people are aware that what they read in the Press or from official communications of the governments are false and misrepresenting events they are currently experiencing, it is also important that the international community is aware of the reality of current social, economic and political conditions in El Salvador.

The situation within the nation appears increasingly unstable and there are serious concerns that the government will resort to further repression and terror tactics favored in the past decades to maintain their image of a peaceful democracy before the international community.

We respectfully request you to inquire to the Government of El Salvador an explanation to the concerns related in this communication:

1. The death squads style assassinations of the Manzanares couple

2. Ongoing attacks against political and social leaders

3. The kidnapping of the C.S.T.S Publicity Officer Daniel Ernesto Morales

4. The repression of the secondary students, false press against the protestors, ongoing detention of youth and the need for the Attorney General to investigate

5. And the intentions of the El Salvador Government in managing the situation without curbing internationally accepted standards of democratic and human rights.

Yours sincerely,

Salvadorean Citizen Network of Canada
